CEDAR RAPIDS MUSEUM OF ART Visit the extraordinary world of the Cedar Rapids Museum of Art. OLD CITY HALL ART GALLERY In 1991, artist Rose Frantzen and her parents, Wayne and Ellen Frantzen, purchased the Old City Hall in Maquoketa, built in 1901. Now it is a fine-art gallery, showcasing original oil paintings by Rose, drawings and paintings by her husband, Chuck Morris, photography by Wayne, and pottery by Sylvia March.
